I helped a neighbor join WhatPulse but I’ve noticed that she is the only member if our team that does not have a flag of their country. Is there any way that a Canadian flag can be added to her profile?

I’m guessing she needs to select what country she lives in manually (http://whatpulse.org/my/profile/), since it’s also coming up with ‘She lives in unknown’.
If she has definitely selected the right country, then there’s a bug and I’ll get someone to look into it for you.
