Difference in number format webapi xml

There seems to be a difference in the number format used in the XML generated by the webapi (user.php).

This profile whatpulse.org/api/user.php?UserID=220336 deviates from all others (like whatpulse.org/api/user.php?UserID=213687)

Does anyone know whats going on?
