WhatPulse Web API needs ability to retrieve big list of all Users with their UserIDs, becouse scanning all Users by their UserIDs, all from 1, is very painful process.

Sorry, but that won’t happen. You’re not supposed to mirror the entire userbase and you’re likely to get throttled if you do.
If you want to get all users from a team, you can use the team output.
